How it works
How does CIDR notation represent an IP address?
An IP address is written as A.B.C.D /n in CIDR notation, where "/n" stands for the IP prefix or network prefix. The amount of significant bits used to identify a network is indicated by the IP prefix. The first 18 bits of a number, like 192.9.205.22, are used to indicate the network, and the final 14 bits are used to identify the hosts.
